Texas Lifeline Program

Eligibility

Please contact the Public Utility Commission of Texas, Low-Income Telephone and Electric Discount Programs (LITE-UP Texas) to apply for Lifeline.

Please complete an online Lifeline application at www.puc.texas.gov/consumer/lowincome/ Assistance.aspx or call the Texas Low Income Discount Administrator (LIDA) toll free at 1.866.454.8387 to request a Lifeline application. After Frontier receives notification from the Public Utility Commission of Texas that you are eligible, we will establish the effective date for your discounts to begin and issue the appropriate credits. Lifeline service is a non-transferable (from one person to another) government assistance program that provides a discount on the cost of monthly telephone service. Lifeline is limited to one discount per household consisting of either wireline or wireless and only eligible customers may enroll. Therefore, you are required to certify and agree that no other member of the household is receiving Lifeline service from Frontier or another communications provider. When completing your Lifeline certification form with LIDA please use the 10-digit Frontier phone number vs. the 17-digit account number from your Frontier bill where it asks for Telephone number receiving Lifeline service.

You may also qualify for Lifeline Telephone Service if you have a total household income that is less than 135% of the federal poverty guideline. If you qualify based on income, you will be required to provide income verification.

In Texas, there is an additional $7.20 state Lifeline credit available to eligible customers.

New FCC rules now allow you to apply your federal Lifeline discount to qualifying standalone internet access services. If you do not have voice (traditional telephone) services with Frontier, but you have standalone internet access, you may be able to quality for the federal Lifeline discount. To receive the federal Lifeline discount of $5.25 per month on voice only service or $9.25 per month (on your qualifying standalone internet access service or qualifying internet access with voice), you must certify that you or someone in your household currently receives benefits from one of these programs:

You may also qualify for the federal Lifeline discount if your annual income is at or below 135% of the Federal Poverty Guidelines.

You must notify the Texas Low Income Discount Administrator (LIDA) and Frontier when you are no longer eligible for Lifeline. You must also verify your continued eligibility as requested.

Customers who subscribe to Seasonal, Stay Connected, or Vacation Service are not eligible for the Lifeline discount. Existing Lifeline customers must remove Lifeline in order to enroll in Seasonal, Stay Connected, or Vacation Service, and reapply for Lifeline upon restoring service.
