Customer billing dispute and escrow option

To dispute any portion of your Frontier billing amounts or services, please contact Frontier. Frontier will investigate the matter and respond to you with our findings.

If you are not satisfied with the result of that investigation, Minnesota Public Utilities Commission rules provide a remedy. You’ll still pay the full billed amount, but the disputed part of the payment will be held in escrow. This option is ONLY available to Minnesota customers and is ONLY regarding disputes for voice telephone services. This option is NOT available for disputes related to other services, such as broadband or video services.

To take advantage of this option, you must pay the full amount of your bill, including any disputed amounts, and then complete and submit an Escrow Form. You may download the form as an Adobe PDF file.

The Escrow Form has a cover page and three other pages you must complete:

  • Submit page 2 to Frontier at the address noted on the form
  • Submit page 3 to the Minnesota Public Utilities Commission at the address noted on the form, and
  • Retain page 4 for your records.

If the Public Utilities Commission rules that you are correct about the disputed charges, Frontier will return the escrowed disputed amount to you with 6% interest.
