What is the federal Lifeline Program?

Lifeline is a federal program dedicated to making phone and internet service more affordable for low-income households. This benefit provides eligible consumers with a monthly discount of up to $9.25 for phone, internet or bundled services.

How do I apply for the Lifeline Program?

Check to see if you qualify

You must certify that you or someone in your household currently receives benefits from a qualifying government program or your income to receive the Lifeline discount each month.

Apply for the program

Complete a short, digital application or print and mail your application to see if you’re approved for the Lifeline Program. Remember to save your Application ID.

Find a local phone provider

Once approved, check if Frontier services are available at your address. You’ll fill out a short form and an agent will contact you right away.

Follow the instructions on the appropriate state page above to review the eligibility requirements and application procedures to apply. In CA and TX, the state administrator will verify and approve your application. In the other states, the National Verifier will verify and approve your application.

Once you are a Lifeline participant, you must renew your participation annually through the recertification process. The state Lifeline administrator for CA and TX or the federal Lifeline Administrator in other states will attempt to prove your continued eligibility each year through eligibility databases and reach out to you if they need more documentation to prove your continued eligibility.

Your household may lose the Lifeline discounts if your household no longer qualifies, if someone else in your household is already receiving the discounts, if you violate the Lifeline Program’s rules, and/or do not successfully complete the recertification process on an annual basis.
