This means you have a new voicemail message. A stutter tone sounds like a dial tone going on and off a few times, quickly. Then it changes to a normal dial tone.
It’s possible your phone isn’t registering all the numbers you’re pushing. Do you need to dial the area code for a local call? Did you remember to dial a 1 before the area code? Double check your dialing and try dialing again.
If only one of your phones can’t make calls, try plugging it into a different phone jack in your house. If it doesn’t work in any of your phone jacks, consider replacing the phone.
